AIHA Comments on OSHA Lead Standard
By Julie V. Wellings, CIH

As part of a federal Occupational Safety and Health Administration (OSHA) review of selected regulations, industry groups and professional organizations were given the opportunity to submit comments on the current Lead-In-Construction Standard, Title 29 CFR 1926.62 (upon which the Cal/OSHA Lead-In-Construction standard is based). The current standard includes provisions for assessing worker exposure levels, providing medical monitoring for exposed workers, and protecting workers from exposure wherever lead is present. The American Industrial Hygiene Association (AIHA) Construction Committee reviewed the current Lead Standard and recommended that OSHA (1) determine a threshold level of lead in substrate material that would trigger the requirements of the standard (currently any amount of lead triggers some requirements), and (2) investigate and publish effective methods for collecting valid worker exposure samples during open abrasive blasting on lead coatings (current sampling methods are problematic under the extreme conditions presented by abrasive blasting operations). Look for future updates in Current Issues on regulatory action by OSHA.
