Remember the Toxic Mold Protection Act of 2001?

You may recall the Governor signed Senate Bill 732, which focused on state-wide actions targeted at visible mold growth in buildings, called the Toxic Mold Protection Act of 2001. There was national attention when the bill was signed into law. The bill required the California Department of Health Services (and not Cal/OSHA) to:

· Convene a task force to advice DHS on the ability of developing standards for mold, and report the findings by July, 2003

· Adopt standards for the presence of mold, and

· Establish guidelines for identification and assessment.

No funding was allocated or available for the above-mentioned work, and so, nothing happened. A 2002 budget trailer bill (AB442) was passed to provide for DHS to receive and utilize voluntary donations intended to support these activities. DHS estimated that more than $1.1M is needed to fund much of the work. As of November 2003, DHS reported that "only minimal support (less than $300)" has been received by way of donations.
